This book is aimed at people who have never read music at all.  It walks through what time signatures mean, basic note values and the essentials of reading music.  It presents this with some basic information on striking the drum, making arm motions to play the bass and tenor, and incorporating that into how to play the drums.  Finally, it presents a series of exercises / etudes in context for a pipe band. There are sample scores for common light music that many beginning bands will play, marches of various time signatures, simple reels, jigs, strathspeys, etc.
